The Federal Motor Carrier Safety Administration(FMCSA)published its final rule,Hazardous Materials Safety Permit,Docket FMCSA-97-2180,in the Federal Register on June 30,2004.The rule becomes effective on July 30,2004 with a compliance date of January 1,2005.The HM permitting will apply to intrastate,interstate,and foreign motor carriers.Members of ISEE transporting more than 25 kg(55 pounds)of a Division 1.1,1.2,or 1.3(explosive)material or an amount of a Division 1.5(explosive)material that requires placarding under Part 172 of 49 will be subject to the HM permit requirement.
