District Court Judge James Redden gave wildlife groups a break when he ruled against a plan by the Arrny Corps of Engineers for the Columbia and Snake rivers.The Corps proposed to cut spills from the Bonneville Power Administration dam.The spills help young salmon negotiate the federal dam maze before they reach the Pacific Ocean.The judge ruled the plan was illegal,but it will stay in effect until rewritten.Spilling water over dams also help other fish.The original plan was designed to save customers money because of the cost involved with the spills.
