Last week's Health Check brought few surprises - not least because EU farm commissioner, Mariann Fischer Boel, set her sights fairly low. Unlike previous commissioners, she resisted the temptation to turn the review of the policy into a reform and opted to leave it to her successor next year to develop a new CAP by 2013. For UK farmers, the most controversial part of the deal was largely irrelevant. That was the increase in the basic modulation rate.
