The National Petrochemical & Refiners Association (NPRA) submitted comments in late December to the US Environmental Protection Agency (EPA) opposing its proposed rulemaking on the "prevention of significant deterioration (PSD) and Tide V greenhouse gas (GHG) tailoring rule." The association feels that the EPA's attempt to regulate GHGs under the Clean Air Act (CAA) "represents the largest expansion of the EPA's CAA authority since the enactment of the 'modern' CAA in 1970. Yet the EPA has failed to provide the public with anything approaching a complete economic analysis of this seminal event." The NPRA is disappointed that the EPA "has ignored statutory obligations to conduct required and appropriate regulatory analysis, analysis that could outline alternatives to the course of regulation that EPA has chosen or demonstrate less costly approaches to any regulations that may ultimately be required."
