Tighter regulation and plenty of attention from the HSE over the past 20 years have driven up safety standards in construction; but health has definitely been the poor relation. In the past year, as the sector emerged from the bumpy economic ride of the past few years and the number of new starts and sites coming out of mothballs leapt, the regulator made up for lost time. The HSE's construction head until September, Heather Bryant, told this magazine her inspectors would be looking out for poorly managed health hazards on sites and taking dutyholders to task even where they were providing PPE if there were controls available further up the hierarchy.
