This paper was heard at an RAS Presidium meeting and described the structure and current state of the Russian electric power industry and the factors adversely affecting its reliability. The main ways to improve the reliability and efficiency of the industry were discussed, and recommendations on practical implementation of the planned measures to improve the stability of the Russian Unified Energy System are provided.
