Fire and explosions are set to be controlled by the Dangerous Substances and Explosive Atmospheres Regulations, which address one of the remaining areas of the Factories Act 1961. They came into force on the 7 December 2002. Many regulations have been revoked, such as the 1972 Highly Flammable Liquids and Liquefied Petroleum Gases Regulations, which gave powers to control the use and storage of flammable liquids and liquefied petroleum gas only to premises covered by the Factories Act. A major governmental regulation review in 1994 made it clear that there were many workplaces, under the Health and Safety at Work etc Act 1974 (HSW Act), where the process risks from flammable liquids and gases were not covered by specific regulations. As a result, we have both "Hazardous" (COSHH) and "Dangerous" substances (DSEAR) legislation.
