Reduce risk in commissioning

There is hardly an area of the oil and gas production process that isn't identified with a risk of some sort: operational, regulatory, environmental, legal or financial. The months or years needed to move a hydrocarbon processing plant or an offshore production platform from sanction to production is one long line of risks. The costs of developing facilities, installing equipment and readying everything for operation range from tens to hundreds of millions of dollars, and costs are rising. Whether the money is spent for land-based processing facilities or deepwater production platforms, capital expenditures are estimated in the billions of dollars. Every company that overcomes the cost barriers and invests in production or processing plant facilities intellectually recognizes that minimizing its risks up front will pay off in getting its facilities online more quickly and safely. The challenge is how to deal with those risks.
