Because it was a Ponzi scheme, a ploy in which new investors' money is used to pay "dividends" to old investors, much of the money is scattered among Madoff's clients. He pocketed plenty of it, but depending on how he spent it or hid it, recovering any substantial amount from him will be next to impossible.
