The government allowed the Inland Revenue to close one million unresolved tax records to give staff a chance to tackle the 5.2 million records - almost 20 per cent of the British workforce - which could not be found anywhere on the computer system. In the last year; the Inland Revenue has been forced to abandon the exact calculation of 6.2 million PAYF records for the 1998 to 1999 tax year. As a result, millions of taxpayers have possibly paid too much, while others have paid too little. The only comfort offered by Inland Revenue officials is that they believe the sums involved are small.The Inland Revenue has been struggling to deal with the impact of tax reforms devised by chancellor Gordon Brown, over the last three years. The organisation has found it difficult to cope with the task of monitoring and implementing new rules, according to taxpayers' groups and tax advisors, in spite of claims that its working methods are improving.
