Urban stormwater: New water supply for drought-stricken California

The entire US state of California, along with Los Angeles, its most populated city, is currently experiencing severe drought conditions, with 92 percent of the state suffering from extreme drought. Notably, the 2013-2014 rain season proved to be the seventh driest recorded year in Los Angeles history since records were first taken in 1877. Prolonged drought conditions in California have brought about unprecedented reforms in both statewide and regional policies on water usage, including the most recent Executive Order passed in April of 2015 by California Governor Edmund Brown that mandates a statewide 25 percent reduction in water usage. Additionally, California Proposition 1, the Water Bond (Assembly Bill 1471), was approved to enact the Water Quality, Supply, and Infrastructure Improvement Act of 2014, which will authorize US$7.12 billion in general obligation bonds for state water supply infrastructure projects.
