It takes time, research and a large financial investment to ensure that your program will effectively serve your community's needs. This is the third article in the managing rural wastes series. You will rarely find two community collection programs that operate identically. However, all programs, regardless of size, are designed according to local policies, the type of wastes being handled and physical and demographic characteristics.
