The eight companies and groups that have expressed an interest in buy-ing ETI, the Italian state tobacco monopoly, should by now have submitted a preliminary, non-binding bid for its purchase. A procedures letter, a confiden-tiality letter and an information memorandum with financial and economic data, were sent to each of them in mid-November and they were expected to have submitted their non-binding offers by no later than December 17.
