CHE: A group of influential countries are debating forging an international anti-counterfeiting of goods agreement, which would see them co operate against the production and trade in fake tobacco products. Australia, Canada, the European Union, Japan, Jordan, Korea, Mexico, Morocco, New Zealand, Singapore, Switzerland, the United Arab Emirates, and the US have been discussing the idea in Geneva. The talks come as the World Trade Organisation (WTO) debates in the same Swiss city updating its TRIPs agreement on trade-related aspects of intellectual property rights, into which agreed anti-counterfeiting measures could be written. According to a European Commission note, the main focus of recent discussions to forge a global Anti-Counterfeiting Trade Agreement (ACTA) was "border measures, particularly how to deal with large-scale intellectual property infringements, which can frequently involve criminal elements and pose a threat to public health and safety." Participants planned to explore civil enforcement of anti-counterfeiting rights at a future meeting.
