Benefits and barriers to the implementation of renewable electricity clean development projects: the case of the south Mediterranean basin

摘要

This paper shows how Clean Development Mechanism (CDM) projects in renewable electricity (RE-CDM projects) may contribute to the sustainability of South and East Mediterranean Countries (SEMCs). It also shows that several factors make the implementation of these projects difficult, including the relatively weaker CDM institutional capacity of SEMCs. Therefore, countries in this region should individually analyse the extent to which they can profit from them. If they believe these projects can bring them substantial benefits, then they should develop a coherent CDM strategy and strengthen their institutional capacity to host them.
