The RIM-116 Rolling-Airframe Missile (RAM) is a small shipboard self-defense missile designed to defeat sea-skimming anti-ship missiles. The weapon system is designated as the Mk 31 Mod 1 system by the US Navy. The RAM missile was developed under a joint program between the US Navy and the Federal Republic of Germany (FRG); Denmark was a minor partner in the venture as well. Production of the missile was split between Raytheon (formerly General Dynamics; subsequently Hughes Missile Systems) and a German consortium called RAM-System. The US Navy had plans to buy 300 launchers and 4,900 missiles but this was subsequently cut back. Funding for the system was cut from the FY91 DoD budget request, but production funding was revived in the FY94 budget due to a Navy study that concluded that RAM was the most cost-effective solution for ship self-defense on certain classes. A recent US Navy procurement objective was 2,071 (825 Block 0, 1,246 Block 1/-2) and 44 Mk.49 launchers but the FY18 budget puts the objective at 2,031.
