The United States relies heavily on economic sanctions as an instrument of foreign policy. Sanctions are expected to have an economic impact on both the sender country (the country that imposes these sanctions) and target countries. Studies show that sanctions have hurt the US economy as well as those of the target countries, as measured in trade and employment (for example, Hufbauer et al., 1997; Yang et al., 2004).
