Steam-bent frames and their connections are the structural weak points of many lightly built sailboats—there's usually little or no safety factor in the frames—so it's very important in reframing that the new frames start life as strong as possible. The proportion of frames that break during bending gives a good indication of how close to (or how far from) the maximum attainable strength the most severely bent unbroken frames are. Clearly, frames that break during bending can be thrown away and replaced. However, if you're breaking a lot of frames, it's fairly certain that a good number of the frames that didn't break are right on the edge of the envelope. Weakened almost to the point of breaking, with very little strength remaining, these frames are very likely to fail later once they have a bunch of holes drilled in them and they are loaded up by swelling, caulking, and external loads.
