Ever since the computer became a communications tool, there's been a war between the computer and telephone camps over where the intelligence should reside on the network. The computer people argue that the phone network should just be a bunch of dumb wires connecting computers that will provide the intelligence from the periphery. The phone people argue that the network itself should be intelligent and should be able to deliver information to terminals that do nothing more than receive it.
