As the Toronto Port Authority prepares to open negotiations over the expansion of Billy Bishop Toronto City Airport, its larger cousin, the Greater Toronto Airports Authority (GTAA), released the results of an internal review of the extreme winter weather that gripped Pearson International Airport between January 5 and 9, when temperatures plunged to near minus 40 degrees Celsius, and the January 6 "ground halt" of North American operations, jamming air traffic across the country and stranding passengers for days.
