Adopts a Regional Comprehensive Plan for Growth

In July 2004, the San Diego Association of Governments (SANDAG) Board of Directors adopted its first Regional Comprehensive Plan (RCP). The RCP establishes a new approach to planning in the San Diego region based on: 1. A planning framework that parallels those used by cities and counties in preparing their general plans, thereby strengthening the coordination of local and regional plans and programs; and 2. A policy approach focusing on three simple themes: 2.1 Improving connections between land use and transportation plans using smart growth principles; 2.2 Using land use and transportation plans to guide decisions regarding environmental and public facility investments; and 2.3 Relying on collaboration and incentives to implement the plans.
