The city budget process traditionally motivates special interest activism, especially if there is fear that support to their effort or organization may need to be reduced. Generally, these activists are among the most committed in the community and would work for what's best; however, without an understanding of the whole financial picture, it is difficult for them to participate fully in the budget review.
