Record-setting cold weather across the Plains and upper Midwest kept spring at bay. The cold weather, combined with heavy rain and snow in the Midwest, made April feel more like a late-winter month. From an agricultural perspective, corn planting advanced at its slowest pace through April 30 since 1984, with just seven percent of the United States crop in the ground by month's end.
