Alongside China's well-documented problems regarding air pollution, poor water quality is also of serious concern. In February, the Ministry of Environmental Protection announced a trillion-yuan plan to reduce water pollution in a country where a fifth of the rivers are considered to be toxic, and two fifths of poor or very poor quality. Increasing industrial wastewater treatment and improving the management of sewage in cities are two of the proposed measures to reduce chemical oxygen demand and ammonia discharges to water resources.With water scarcity also a major issue, efforts are being made by the Ministry ofWater Resources to improve the evaluation of local governments on their management of water resources and it is currently piloting a project across 45 cities in 28 provinces to improve urban water management.
