USE OF ADAPTIVE MANAGEMENT IN MARKETS TO MANAGE SUSTAINABLE WATER RESOURCES: BENEFITS AND CHALLENGES

摘要

Adaptive management is an approach to managing inherently complex natural resource systems that combines experimentation with management in order to reduce uncertainty. Measurement and feedback are built into the policy to allow resource managers to adjust program goals and/or program implementation as new information about relationships between management decisions and environmental quality are obtained. Adaptive management has been suggested as the appropriate approach for implementing TMDLs under the Clean Water Act and for reducing nutrient runoff in the Mississippi Basin for controlling hypoxia in the Gulf of Mexico.
