THE ROLE OF WATER TRANSFERS IN THE WESTERN STATES

Across the West, rising populations and limited water resources have led growing cities to seek out new water supplies through voluntary market exchanges known as water transfers. A water transfer is defined as a voluntary agreement that results in a temporary or permanent change in the type, time, or place of use of water and/or water rights. Water transfers are occurring throughout the West and will likely become an increasingly important management tool as new demands stress limited supplies.
