A panel of Energy Department (DOE) advisers charged with developing advice to improve the safety of hydraulic fracturing is emphasizing industry's oft-stated stance that states are in the best position to regulate the gas drilling practice, but are suggesting a role for EPA in mandating disclosure requirements via its Toxics Release Inventory (TRI). At the request of President Obama, a subcommittee of the Secretary of Energy Advisory Board (SEAB) is undertaking a study which aims to provide consensus advice to DOE, EPA and the Interior Department on best practices for shale extraction to mitigate health and environmental harms.
