The Conservation Law Foundation (CLF) has refiled a lawsuit seeking to force EPA to account for climate considerations in a pollution control plan for nitrogen in Cape Cod, MA, waters in what could be a key test case for the agency's renewed commitment to consider climate impacts in total maximum daily loads (TMDLs) "where appropriate."
