The environmental group American Rivers is urging municipal water utilities to place a greater emphasis on water conservation and efficiency practices as a way to reduce the costs of maintaining infrastructure, while acknowledging that such an approach may be a hard sell because benefits would likely not be seen in the short term. In a new report - "Drinking Water Infrastructure: Why Don't Water Systems Put Water Conservation & Efficiency First?" -American Rivers argues that water conservation and efficiency have the proven potential to reduce capital expenditures, something of interest to utilities faced with meeting increasing regulatory requirements and dealing with aging infrastructure, and to consumers who have seen the cost of water services rising faster than the Consumer Price Index and other basic services.
