House GOP Staffer Urges Separate Funding For EPA WIFIA, SRF Programs

A top House GOP staffer says that EPA's novel Water Infrastructure Finance and Innovation Act (WIFIA) water loan program should be funded under a separate agency budget account than the existing state revolving loan fund (SRF) water infrastructure grants, in order to avoid any risk of competition between the two programs. Jon Pawlow, majority counsel for the House Transportation & Infrastructure Committee's (T&I) water resources panel, told an April 15 National Association of Clean Water Agencies (NACWA) meeting in Washington, D.C., that WIFIA ideally should be funded out of EPA's environmental programs and management (EPM) budget. The EPM account funds major agency efforts including its regulatory programs, enforcement, and other programs.
