Wetlands mitigation banking officials say they are wary of efforts by some federal agencies to sell credits for projects permitted under Clean Water Act (CWA) section 404 mitigation plans for offsetting adverse wetlands impacts from developments, fearing such sales could discourage private sector investments in mitigation banking. "We're watching government in the business of banking," says a wetlands mitigation banking sector official, adding that "we're concerned if the government is selling credits," those working in the private sector will be less likely to invest in private mitigation banks. "We're watching that closely," the source says.
