EPA's top water official is highlighting challenges the agency faces in crafting accurate water infrastructure needs estimates in its surveys, suggesting that the agency's current assessment of a combined $655 billion in funding needs for wastewater and drinking water infrastructure project is likely underestimated. EPA's latest Clean Watersheds Needs Survey, issued in January after a length review by EPA and the White House Office of Management & Budget, identified a $271 billion need, combined with a total 20-year capital improvement need of $384.2 billion for drinking water utilities in the agency's 2011 assessment (Water Policy Report, Jan. 25).
