The House Appropriations Committee's environment panel has unanimously voted to advance its proposed fiscal year 2017 spending bill, but Democratic members warned that they will seek to reverse the bill's funding cuts for EPA and policy riders that would block a host of high-profile rules before the bill reaches the House floor. The subcommittee on interior, environment and related agencies approved its FY17 funding bill by a unanimous voice vote at a May 25 markup, clearing the way for the full appropriations panel to take up the proposal at a future hearing. The bill would set EPA's funding for the year at $7.98 billion, a $164 million cut from its current $8.14 billion and also $291 million less than President Obama's request for $8.27 billion in FY17, while cutting off funding to develop or implement many of the agency's major air, water, climate and waste rules.
