Aiming To Speed Reviews, White House Seeks To Curb NEPA's Reach

White House officials are proposing a sweeping overhaul to National Environmental Policy Act (NEPA) implementing rules, with the plan scaling back the reach of environmental reviews under the law in an effort to speed major infrastructure projects and other federal actions. In a Jan. 9 proposal from the Council on Environmental Quality (CEQ), officials floated measures that would drop current requirements for "cumulative" impact reviews, expand the types of projects that would be subject to less-rigorous analysis, curtail the scope of environmental "effects" that agencies must review and widen the number of projects that would not receive any review at all.
