Drinking Water Utilities Urge EPA Rulemaking For Harmful Algal Blooms

Drinking water utilities are recommending EPA conduct a formal rulemaking to outline how the agency will make determinations that harmful algal blooms (HABs) and hypoxia events are of "national significance" for which the agency should provide state and local help and are asking EPA to clarify how it will assist communities affected by HABs. The recommendations respond to a September Federal Register notice requesting public comment on how the agency should develop a policy for determining if an HAB or hypoxia in freshwater is an event of national significance, as authorized in 2017 amendments to the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA).
