Development minister, Hilary Benn spoke at the Wilton Park conference on 'Environment, Development and Sustainable Peace'on 16-19 September 2004. His presentation follows. At the same conference, the head of the UN Environment Programme, Klaus Toepfer both described the programme's work and launched a new UNEP report, 'Understanding Environment, Conflict and Cooperation' co-authored by many of the speakers at the conference.
