Chlorine Conundrum

The New York State Department of Environmental Protection (NYSDEP) requires that wastewater treatment facilities in New York City provide an alternate means of chlorination should a localized condition, such as onsite power failures, equipment failures, pipe breaks, or logistical problems with the chemical supplier, render the facility's primary chlorination system inoperable. For the 40-mgd (151 000-m~3/d) Oakwood Beach Wastewater Treatment Facility (Staten Island, N.Y.), this was a particularly important requirement. Located in a tidal wetlands, the facility is situated between Great Kills Park, Gateway National Recreation Area and Oakwood, New Dorp, and Midland beaches, and is just east of the New Jersey shoreline.
