The New York City Council has overridden Mayor Michael Bloomberg's veto of a bill that mandates performance standards on manufacturers recovery of electronic scrap recovery, but it may still have a fight on its hands.rnIntro bill 729 requires manufacturers to collect 25 percent of the products they sell, by weight, by July 1, 2012, 45 percent by July 1, 2015 and 65 percent by July 1, 2018. Beginning in 2012, manufacturers not meeting the performance standards face a penalty of $50,000 for each percentage point they come up short.rn"We would argue that these standards are essential to a successful electronics recycling program," said Jean Weinberg, a spokeswoman for Councilman Bill de Blasio, one of the bill's sponsors. "These standards help keep electronic manufacturers accountable for following up and actually recycling the products."
