I first met William King Townend (Bill) in 1981 when he was working for the Greater London Council and we worked together after I joined the GLC the following year, then with the London Waste Regulation Authority from 1986 and during the early days of the Environment Agency from 1996 to 1998 before he retired. For his services to waste management he was granted the Order of the British Empire (OBE) in 1998.
