Investment Developing under PPP Model

The PPP cooperation model (Public - Private Partnership) has been successfully applied by many countries in the last 20 years. For Vietnam, which is a country with a severe shortage of capital for the development of Infrastructure, the application of this mechanism becomes more and more necessary. According to Mr Vu Tu Nhat, Deputy Head of the general department for national economy under Ministry of Planning and Investment, in 2008-2010 plan, demand for capital for the whole society is US$140 billion, which means the average demand for each year equals to US$28 billion. Demand for capital to develop the Infrastructure is VND400,000 billion, equivalent to US$25 billion. Meanwhile, If ODA source is abused, this will result In debts. The solution to mobilise capital from private sector is an open one which needs attention from Vietnamese government.
