This means that it will take a certain period of time to complete and build in market economic factors.rnVietnam previously had a centrally planned economy. Thus, according to several WTO member countries, it will take a certain period of time to turn the economy into a market mechanism. Moreover, there are certain discriminations in the WTO club towards recognised market economies and formerly centrally planned ones.
