Network Industries and Social Welfare. The experiment that Reshuffled European Utilities analyses in detail the major changes that occurred across the public utility sector in the European Union (EU) over the past two decades. Reform of the public utilities was deep, and had important consequences affecting those basic services upon which citizens and organizations depend. Their evolution in the EU, based on regulatory changes at the supranational level, has significantly altered the circumstances concerning ownership, liberalization and market structure of these services, proposing new rules for both producers and consumers. A volume looking at all these issues is indispensable given the relevance of the topic, the continental scale of the reforms and their unfinished state.
