Until very recently, rental housing was largely absent from deliberations about housing policy except for discussions of the subprime mortgage debacle, the housing bubble, and the aftermath of Hurricane Katrina. This is unfortunate. One-third of Americans rent and the proportion is rising. Increasing numbers of Americans are experiencing difficulty becoming homeowners and are finding it difficult to afford good housing. Clearly, renting is likely to become more and more attractive for middle-income families.
