THE decision by Mexico's Energy Ministry (Sener) to designate state-owned company Pemex operator of the Zama discovery is no real surprise, coming from a government that for years has criticised an energy sector reform that opened the country to foreign investors. The move to strip US independent Talos Energy from its operator role occurred after months of shadowy scrutiny of the proposed unitisation deal amid growing speculation over which company would be calling the shots to develop the Zama field, discovered four years ago in Block 7 in 165 metres of water.
