THE Philippines has been considering liquefied natural gas imports since at least the 1990s. Former Tangguh operator Arco, before its acquisition by BP, had held discussions with the Philippines government about supplying volumes from the Indonesian liquefaction project before moving it off the drawing board. Fast-forward more than 20 years and the Philippines has yet to receive its maiden cargo of LNG despite several onshore terminals, floating regasification and storage units, and LNG-to-power projects being proposed by international and domestic players alike.
