Shell gas transfer blocked

THE Alberta Energy Regulator has rejected Shell's application to transfer its sour gas assets after Shell had agreed to sell them to a Nova Scotia liquefied natural gas developer. The regulator said it had made the decision because it was not clear who would be responsible for the environmental clean-up on some of the properties. The AER said last week that Shell's application to sell its Waterton and Jumping Pound gas plants had proposed splitting existing approvals at the sites, giving the Anglo-Dutch supermajor responsibility for historic contamination of sulfinol "and certain other substances". All other remediation and reclamation liability would fall to buyer Pieridae. "The initial flaw with this approach is that the scope and extent of the contamination at the site is not well known and is not well described in the applications," the AER wrote. "To date, the contamination at the sites has not been fully understood."
