After nearly a year of casting about in the wilderness, WARTA is undergoing the painful process of a re-birth. The association's problems stemmed from the perception among a dwindling membership that it was not fulfilling its representative role. Things came to a head earlier this year with the resignation of executive director Allan Layton.
