摘要

Safeguarding spent fuel assemblies is one of the most important objectives for nuclear non-proliferation, since it contains fissile material which can be diverted into nuclear explosive devices. Partial defect detection is a challenging issue among IAEA future safeguards requirements [1,2]. The IAEA defines there exist partial defects if 50% or more of the fuel pins in a spent fuel assembly are diverted.
