A new event in November will give street design engineers an opportunity to see for themselves how dimming and turning off street lights affects visual conspicuity at night. In 2006 the UK Lighting Board, in conjunction with the Institution of Lighting Investors, produced a document entitled Invest To Save. The paper was designed to provide initial practical guidance and assistance for local authorities when considering the use of energy-saving technologies for street lighting. To further the debate CSS (County Surveyors Society) commissioned the TRL to carry out research on optimum lighting levels. As a result of this, in February 2007 Buckinghamshire County Council announced it was to conduct a trial aimed at reducing street light usage by turning off a section of street lights as well as looking at installing more ecologically-friendly lights.
