Neighbourhood management - planning for real?

When the Social Exclusion Unit launched its first report on neighbourhood renewal in 1998, it had three particular criticisms of past policies and practice. One was that there had not been enough 'joined-up action'; a second was that 'too much had been imposed from above'. Thirdly, too much emphasis had been placed on special initiatives. Mainstream services accounted for the bulk of the money spent in these areas and they were carrying on much as before.
